Police from around the region have surrounded the area and are trying to negotiate with the driver. Several residents who live nearby are being kept from returning to their homes. The incident began Tuesday morning in Putnam Connecticut when a woman there called police. She reported that a man whom she had a restraining order against was driving past her home.
